As I understand it, anthrax spores persist in the environment for a very
long time (cases have occured on old farms that were inactive for decades).
 In an area with a lot of wind and very dry climate this could pose a
problem for anything of aerosolized quality.  Here in the US where we have
a lot of presipitation and damp earth, the stuff would get washed down into
dirt and mostly stay immobile or bound to something damp inhibiting it from
becoming airborn again.  This may not be the case in the middle east.

Similar problems would exist with a dispersed and finely milled plutonium
contaminant.  The environmental radiation isn't the problem, its that an
inhaled microscopic spec of plutonium is incredibly poisonous - near 100%
fatality rates.
