I believe this is referring to a kernel debugger not a user mode =
debugger. A user mode debugger shouldn't affect anything.

This seems bizarre - what developer doesn't use a debugger? Do =
they
have to enter the recovery process on every reboot?
It smacks of part of the DRM-chain of command integrity protection
sensing a possible chink in the armor, so they just force a recovery
process to prevent the possibility of watching any video larger than =
480
lines with a 3rd party viewer.
