Either you are wrong, or it is (also) specific to the paper size.
Here in Europe the A4 paper size is standard, and it may be that WP's drivers
are only wrong for that size. I haven't really tried other sizes.
But I definitely decreased the minimum margins for a number of drivers,
including the LaserJet IIIP. I also fixed some other 'problems' -- which also
may be paper-size dependant.
The problem was that if you put a table in a box, and rotate the box, the
table's position relative to the box shifts a little bit. It isn't really
noticeable unless you make the lines very thin and the 'free space' inside
the box zero (or very small anyway).
