Sounds like the person who moved to U.K. from Australia did not
have her dog sent to the u.k. directly or it would have been
exempted from their quarantine law as to the best of my
knowledge, it only aplies to dogs and such coming into the
country from countries not certified as rabies free.
... I haven't lost my mind; it's backed up on tape somewhere!
