Just set up one as the server for 3 people. It will obviously need to be
running at all times someone wants access to the common folders.

You probably need NT Server for that.

At 5+ users I'd consider getting a dedicated server. Administration and
security become easier with a client server structure at that sort of level
if you're doing anything more than basic file sharing. By putting the fax
stuff on there and the Internet access, you'll also not be slowing down any
of the workstations.
