President Bush pardoned 15 people and commuted the prison sentence of
another. Most had been convicted of drug offenses or white-collar crimes
including embezzlement, mail fraud and falsifying a loan application. Mr.
Bush has granted 157 pardons so far; that is less than half as many issued
by Presidents Bill Clinton.
