I haven't seen it mentioned in this thread yet, but
the encryption method also matters. If the wireless
router is configured to use wep security, anyone
within range, with a wireless network adapter can
capture and decrypt all of the wireless traffic
going to/from the wireless router.
Even if it's using wpa encryption, if the password
is in a crackers dictionary file, that too can be
captured and decrypted.
For the op, as the neighbour obviously already knows
the the password, they can easily capture and decrypt
all traffic going to or from the wireless router, as
can you.
