I'd expect any decent Computer Technician's Handbook would have a whole 
chapter on the mouse interface(s) for the PC.

Have you checked your software development system to see if there is a mouse 
management library? Generally, directly interacting with the hardware is not 
good programming practice, regardless of the operating system.
