Maybe I'm doing it wrong but I'd like to put forward a candidature of
Michael Haritonov. He's too modest to do it himself (or waiting for a
better choice) but he suits perfectly for such a work.

And furthermore he

is being read this echo for a long period of time,

 GB>  2.  Knowing the current policies of Fido-Net.
 GB>  3.  Knowing the current Policies\rules of "Moscow_Oklahoma" echo!

is knowing them well. Being the best canditate I can imagine he may still
resist but should not do it too long. And by assuming responsibility for
anything he will be carefully carry the duty.
