Actually, it'd be VERY simple.
In your WELCOME.MEC or somewhere else that's suitable, you can simply add
[IFNEW] [LINK]MISC\DLPROTOC
(or is that [FILENEW]?)
And in MISC\DLPROTOC.MEC :
[CLS]
It is reccomended that if you haven't set a default download protocol, you do
so now.
When you go to download files from the BBS, this protocol will be used
automatically instead of asking you for one each time. I personally reccomend
ZMODEM, if your system supports it (blah blah blah)
[MNU_CMD CHG_PROTOCOL]
(or whatever it is to call the Protocol_Default option)

This way, a user will only see the file once, on their first call after you
install it (regardless of how many times they've called before), then they
can set the option and forget about it. I reccomend you actually use a
different directory if you're like me, and often change lots of .MEC files
then run MECCA MISC\*.MEC (which of course compiles all MEC files, and all
those called with the [IFNEW] option get shown to everyone again, which if
there's a few of them gets kinda annoying :-)
