A President cannot rule that way, a congresser might be able to attenuate
his or her positions on legislative issues with polls and surveys but not a
President.

Any decision a President is going to be faced with is going to have
supporters and detractors, that person must make the decision he or she
thinks is right and cannot necessarily base that decision on the howl and
screams of whatever group can scream the loudest.

A President soon becomes ineffective when they try to service every single
screaming group, remember the disgruntled are more often than not in the
minority but are the ones who scream the loudest.
