AFAIK the FCC rules only govern radiation levels detectable
*outside* the case of the equipment.
I can't see how they could rule on radiation levels inside the
equipment. If they did, every oscillator stage in any equipment
would fail, and so would any amplifierstage where the signal
level was more than a few millivolts.
