Perhaps because there is a loophole in the regulations which allows
testing a tv without any aerial connected? Remember that an antenna is
equally as good in receiving a signal as it is in transmitting it.
Basically, if it is getting into the tuner from the antenna then it is
also likely being re-radiated. I'm not sure how the FCC re-radiation
tests are made but if the set's antenna is allowed to be removed then
it may explain why we see this behaviour in a lot of tv's being sold.
