No, I've never considered it.  I like the portability and ability to
refresh a CD.  I can update Ad-Aware and AVG, burn a new PE CD and have
up-to-date tools at my disposal.

No idea, I'm not familiar with the Ultimate Boot CD.

You can do it.  BartPE is free.   It's website has links to many
utilities for which BartPE config files have been created.
