Have you ever heard of what is called "hearts & minds" wrt to
defeating guerrillas/terrorists?

You know...being nice to villagers, mending their water supplies, helping
heal their sick etc even though you know they may well be "enemy
sympathizers"?

Dry up the sea in which the terrorists swim.
