The database maintenance is performed the last day of the month, and then
the echolist is prepared.

Anyone can list an echo at any time...and the rescuers understand the
system well enough to capture tags that have expired.  The real good ones
look at the echolist and see what is coming due to expire...and if they see
no update is submitted, they simply wait for the first day of the month to
relist echoes.

The previous Echolist Keeper had a waiting period...which simply delayed
the action of relisting.

There are two ways a tag can be deleted....one by letting it expire, the
other by submitting a mod del update.   The net result is the same....as
deletions are made on the last day of the month.

Of course it's real hard to loose your echo tag if you submit updates once
a month (g).  I notice some folks to it on the first....that simply means
their update is not included in the echolist that is produced on the first
of the month.  There are some folks that submit them automatically on the
10th or the 15th, which gives them some assurance that the next Echolist
produced will contain the most current information.
