If there is nothing wrong with the product, and it can perform the
function it was designed for, then no store is obliged to exchange or
provide a cash refund.  However most stores will gladly exchange or
issue a credit note/voucher.

The consumer cannot demand their money back just because they changed
their mind or selected the wrong item.
