QMPro & Win 3.11 work just fine for me.  Describe the symptoms of
the download problems and we'll see what we can do.
First things to look for:
- Are you switching to another program while downloading?  I've heard
  many horror stories about that, so I don't even try.
- Do you have so many other programs started that you may have a
  memory full condition?
- Do you run QMPro in a window?  I use it full-screen.  I used to use
  it in a window.  The screen updates were kind of jerky (i.e., the
  upload progress box would update every third or fourth block of
  data), but the files always transferred successfully.
