That means that the repeater must be using digital techniques,
with frame storage and so on, if the picture freezes. There is no
way that kind of thing can happen with analog.

Exactly. Signal strength is not a good indicator by itself, even
with analog.
The digital signal with multipath interference might be full of
hash, but what would you see on the screen? Probably a perfect
picture that jumps and freezes all the time.
From what I have heard, this is supposed to be the "advantage" of
digital, that it doesn't let you view a picture that is not 100%
perfect.
