No.  If you have the user editor working, you will find the flags there to
apply to the user.  Then you also need to apply the flag to each area where
it is appropriate.

Max by it self was not setup for this.  From max's perspective, the people
uploading and downloading qwk packets are users of your BBS, not other
nodes of a network....

Settings are done by user and by message / file area.

If you have two (or more) nets with members in one and not the other, then
you will need to use the flags.  I may have to look up the correct term. 
Ok...  Just looked at the user editor page.  I should be saying keys not
flags.
