Jack,
You can't get the amp into "complete standby". Even in
"standby", the
multimeter will read the plate voltage.
I believe you made a mistake with rewiring the "relays". I
assume you meant
that you changed the relay, there is only one however so I'm not sure what
else was done. There is no reason for changing the relay unless it was
defective. Aside from that, it is possible to change both the filament and plate
transformer primaries between 110 and 220 v, but that doesn't affect the relay.
I've owned several L4Bs and have currently L7s, which are electrically almost
identical. I'd be happy to help in any way I can.
