Well then, I think the only prudent thing to do is use the last Echolist
published and make the moderators therein the permanent moderator of their
echoes.  The only other suggestion I have, since I have not been able to
contact Thom, is select someone else to handle the Echolist.  My personal
preference is to make present moderators permanent moderators.
