Well, first you need to pages...one for the left and one for the right or one
for the top and one for the bottom. then you need a frame page which
contains the links to the two pages.
in between the tags, you need to use the tag. if
you want one frame on the left and one on the right then you'd use the
COLS="__,*" attribute of the tag. Where the __ is, youd put a
percent value. So if you want your left frame to take up 30% of the screen,
you type:

If you want to have frames on the top and bottom as opposed to left and right
then you you would use ROWS instead of COLS.
Following that you'd have the tags. In between the
two tags, you type what you want to show up if the person viewing your page
doesn't have a browser that supports frames. Ususally you would put
something like this:
Oops, your browser does not support frames. To download a browser that does
support frames, you can download one from Netscape">http://home.netscape.com">Netscape Communications
If the person viewing you page does have a browser that supports frames, then
the above tags will be ignored.
To define your left side frame, you'd type:
