I guess it would be ok if it has the proper insulation for phone line
voltage.
An other thing to take into consideration is the color coding of cable's
wire insulation. If you get some non-standard wire that has different
colors than regular phone cable it may cause confusion down the road if
you, or someone else needs to work on the phone lines. Although, you
could attach a note to the end of the new cable describing which wires
are what.

Yeah, they work much better than twisting the wires together then
folding electrical tape on them. If you are trying reduce line noise,
make sure all connections are good.
