If they are under 18 for all guns or 21 for a handgun, they do not
have Second Amendment rights.  If they are felons, they do not have
Second Amendment rights.  If they have been adjudicated mentally
incompetent or insane, they do not have Second Amendment rights.  In
almost any other case, they do and it should not be interfered with.
