Not necessarily.  If he just has a garden-variety RS-232 adapter, he won't be
able to do much better on a C64 than 2400 baud.  But of course, if he already
has a Swiftlink, Hartcart or similar adapter, then yes, all he has to add is
add a faster modem to go up to (something like) 57,000 baud.

MOST  of the early C= modems are direct connect.  Commodore only made 300 and
1200 baud versions, although a third party made 2400 baud direct connect
modems.  Anything else requires an external interface of some kind.
