What hoops? That's their perogative and right. As a sovereign nation, they
don't need anybodys permission to do that.

Duhhhh! Tribal law isn't meant to go beyond the reservation boundry. Just
as trying to enforce city ordinances outside the city limits.

Wrong and right. Viejas 'hired' the SDCS to enforce 'tribal' law, not
state or county law. The FBI is called in when crimes are commited that
are deemed to be in the 'federal' jurisdiction.

They have that right.

With the amount of money they make with the casinos, it's a wonder they
haven't built their own justice system.

If their sovereignty isn't absolute, the SDCS deputys would have enforced
the state and county law anyway. They didn't of course, because they knew
they didn't have the jurisdiction once the tribe removed it from them. For
all intents and purposes, they can choose to be independent if they want
to, save for what their treaty with the US Government requires.
