The simple addition of the standing ZC's makes this a very simple process. 
That is why they were added about 2003. If we have a mismatch in how 2 zones do
thing, we then work with them.

We are now fixing getting the ZC's in.  Z1C is.  Z2C is.  Z3 is.  Z4 is not
known.

Next up we work on MOB and dual listings as the zones do not do them the same. 
We find out why then come up with a mutual pattern.  Its not rocket science.
