Support for the umsdos filesystem is a kernel issue, and is therefore not 
specific to any distribution.  I don't know off the top of my head whether 
the distribution binaries of the kernel support umsdos, but this is important 
only during installation.  I don't have any machines running distribution 
binaries of the kernel regularly, anyway, nor should anyone else.
If you are asking whether a particular distribution supports installation 
onto a umsdos filesystem, then ths short answer is that I don't know.  The 
Debian installation utility is extremely flexible, so I would not be 
surprised.
