They were given a list by Iran.

He very likely is still in Iran. His value to the US was pretty
good, but Cheney doesn't want cooperation, he wants a second
front. Hi value in training terrorists is only a matter of
concern if Iran wants to train terrorists. That would not be a
great idea.
OTOH, does he even have any value for that? Osama is not known
for his skill as a terrorist, but as a financier for terror.
Very likely Saad is lucky to know what end of the gun the bullet
comes out of.

It makes the point that Cheney wants war. Iran offered to trade,
remember? The US turned them down, with Cheney in the lead on
that.
