Yes it is. If it wasn't, there wouldn't be so many people using it illegally.

That hasn't been proven that it works any better than any other drug used
to mitigate the side effects of chemo.

The majority of medical marijuana users have no physical need for it. There
are doctor who will prescribe medical pot for anything including a
hangnail. In Bedell's case, he suffered from bi-polar and pot only
exacerbates the effects of being bi-polar.
