Simply because it is intoxicating.
People use all sorts of stuff to get intoxicated.

Caffeine is a "gateway drug."
So is booze.
So is nicotine.
So is cough syrup.
So is spray paint.

The US policy towards pot was pretty much created during the 1930's, by
the then head of the DEA, Harry Anslinger.
Anslinger used all sorts of wild scare stories, like a kid high on pot
slaughters his family with an ax, and absolute vicious racism to justify
his hatred of pot.

Booze is far more addictive than pot ever was.
Yet it's legal for me to walk across the street if I wanted to, and buy
a bottle of spiced rum, yet I can get jail if I'm smoking a roach.

Our law enforcement agencies have no desire to end this asinine policy
towards pot, since they can confiscate money, cars, boats, even houses
without convicting anyone of having pot.

Politicians are scared of advocating sensible policies on pot, because
then their opponents will scream that the politician is "Soft on drugs."

Meanwhile, far more money is spent by law enforcement aginst pot, then
against the far more dangerous meth.
