That is exactly the point.
He wasn't harming anyone.
He wasn't shooting up heroin, smoking crack or meth. And both of those are
not only physically addicting, they can alter a person's actions, too often
towards violence.
He wasn't drinking excessive amounts of alcohol, which is also physically
addicting, (ever hear of the "D T's?") and can cause violent actions.
No, he was smoking a little weed, which is not physically addicting, and
unless altered (like with angel dust,) does not cause violence.
It's an arbitrary designation from our government "for our own good," based
on hysteria.
