Hpt has multiple inbound directories with different security settings.
These directories correspond with the inbound directories of your mailer.
Usually, you have 2 inbound directories with your mailer: the protected
inbound where all stuff from password-protected sessions is saved, and the
unprotected inbound where stuff from sessions without sessionpassword (or
password mismatch) is saved.

Hpt has corresponding keywords. This is for the unprotected inbound:
inbound 
From dir1 only uncompressed *.pkt is tossed. This should prevent tossing
echomail bundles from unprotected sessions.

This is for the protected inbound:
protinbound 
From dir2 compressed ARCmail packages are uncompressed and tossed.

You probably set the hpt inbound to the protected inbound of your mailer.
Set protinbound to that directory instead. In case you don't have different
directories for unprotected and for protected sessions, change your
configuration accordingly and implement two different directories.
