There is, but there's more to it than just pipes.
I used to live in Flint a long time ago, so I followed that mess carefully.
The media want to portray the "Flint Water Crisis" as this thing that just
magically appeared. But the facts say otherwise.
Lead pipes have been around for a long time. Lead water pipes quickly develop
a "scale" (think of the blue-green tarnish that copper gets) that effectively
prevents the lead from leeching into the water. That's what Flint had for 100
years.
Then along comes the Democrats who run the city in to the ground. Add to that
the bankruptsy of Detroit - which is important here. Flint got its water from
Detroit. But Detroit had to raise the price of their water because of their
own financial problems. The Democrats of Flint, not wanting to spend their
graft money on providing clean water to the residents, decided to get the water
from another, cheaper source, which wasn't ready yet.
In the interim, they decide to get their water from the Flint River. Problem:
The Flint River water was acidic and would remove the lead scaling and cause
lead to leech into the drinking water. Easily solved with a chemical that
could be added at the water treatment plant. Oh, wait. That costs money
that the Dems couldn't use for their graft. So they didn't add the chemical.
And the rest is history.
The Flint Water Crisis was caused by:
1. The Democrats not upgrading the infrastructure like they were supposed to.
2. The Democrats running the financials of Flint into the ground so they
couldn't afford clean water.
3. The Democrats choosing to not treat the water correctly.
(Note the common theme here.)
And, of course, the Democrats not leaving any "crisis" (especially one that
they caused) unexploited.

They have been doing stuff like that for a long time. But never get held
accountable. I think that people are fed up with that.
