I'd say that very probable.  So the only thing we could do in this case is go
after the person who "mismanaged" the money.  But we'd still only get pennies
on the dollar and the masterminds would go unpunished.

And this is the problem here.  Local infrastructure is a local problem.  The
feds shouldn't be giving money for that.  (We can carve out an exception here
for things like actual disasters.)
