I'm confident that there's documentation of where the funds were *supposed to be used* but I'm equally confident that there's no receipts for any of it.

A while back, when we were on this subject, one of the leftists (Jeff T) said that the money for the pipes was given to the state governors to distribute.

My US rep confirmed what he said, and said "the work isn't done yet but be patient and it will get done." (And that was like 2 years ago.)
