When this was announced on the local news, they included footage of him
talking about why he did it. While I don't know that any of us have seen
Biden litteraly "in person," he spoke about it in front of a camera, and he
did campaign on it in 2020.
I am also sure there is some string-pulling/donor-suggestions involved in
the decision, too, but he did promise this during his 2020 campaign so it
should not be too surprising that he also commuted sentences.
