Try starting server.exe with this switch: /dsrepair or /nodsrepair, 
I forget which one it is.
What it'll do is a logic overide, you'll still get all the warnings, but
it'll let you delete a NDS database, and you can start over with a new
one. Be Carefull, this switch overides protective logic, i.e. letting
you shoot your self in the foot easily.
