You're right and I agree that it's the voters' fault, not just Biden's. Retaliating against crime victims is pretty low. I suspect that he did it to appease one of those so-called "social justice" groups. The media here is always crying about "better conditions for jail inmates" while nobody in their right mind actually gives a flying one about jail inmates.
