Because the _aliens_ being denied welfare under the welfare-reform bill
are not "citizens"!
Also, congress has the authority to decide what categories of people are
eligible for welfare, generally. (For instance, congress can require all
school-age heads of households seeking AFDC to live with their parents.
Congress can determine the income thresholds for welfare eligibility.) And
absent some kind of _constitutionally_-prohibited discrimination like racism
or sexism, it's allowed.
