I believe part of the problem may be that at one time there was a
requirement that a moderator be a nodelisted person.  The premise was that
he/she could be reached via netmail.

As I recall, the next liberalization was that someone could be a moderator
if they could be reached via netmail....which then allowed users of BBS's
that offered netmail to users could be a moderator.

I can not remember whether the previous Echolist Keeper or I made the next
change, and that was that a moderator needed to be reachable by netmail,
email or whatever mode his/her network supported, in that when I became
Echolist Keeper, the list was no longer a creature of rf controlled by
either the Fidonet C structure and/or the echomail distribution system(s).

Some folks did not recognize that, and thus felt that their perception of
the echolist, or their echomail regulations(EP1) governed the list.
