It is behind a paywall so I couldn't read it (I have read all of my one
free articles from WIRED), but they have an article about the reasons even
the military cannot just shoot them down.
In the case of civilians, I suspect we shouldn't shoot at them in the event
that we have misidentified them, i.e. some drunk dumbass shoots at a
"drone" that turns out to be a Cesna and then kills some people, or it is a
drone that crashes into something on the ground and kills people.
Since most of these sightings are at night, misidentification by even a
sober-but-excited person is not at all out of the question.
I still figure they are involved in some US Military exercises and that is
why no one is getting too excited.
