    Yes.
    Of course there are American citizens with no entitlement to a given 
service.  School attendance is limited to those legally residing in a school 
attendance zone.  A kid can have been born in a school district and he has no 
"right" to attend the schools there if his parents move abroad...so the kid 
of deported parents would have no legal "right" to go to school in the town 
his parents were deported from, even if the kid is an American citizen born 
to two illegals.
