You would probably learn a lot with a Linux machine, and you could use almost
any old 386 with 8 MB RAM to do it.

WinGate is intended as a complete package, and even works on Windows 95.

I can't see why they would. The proxy works by listening on a local socket,
and does not merely route frames.

This is configurable. The proxy server is an intelligent application that
keeps track of cached pages and does quite a lot on your behalf. A
translating router, such as WinGate, is considerably simpler.
WinGate expects to intercept frames in its capacity as a router, so it
affects only frames addressed through it. If you are talking to the proxy
server running on the same machine as WinGate, then you are talking to rather
than through that machine.
