18%? I might just cut short my first vist.

Some hotels & restaurants around Niagra Falls were charging what they called a
tax. Turns out it was a thing you could opt out of simply by telling your
server you didn't want it.

After this went on for some time and grumbling by those taxed it wasn't a tax
at all. It was a thing the local tourist trade came up with. I dunno where
these taxes went, but the gummint didn't collect it.

I'd have a closer look at the legitamacy of that tip tax.
