do you also have the proper TZ variable set? i'm aware of some software
that prefers the simple TZ format over the more complicated and detailed
format... in fact, several programs are so in favor of the simple format
that they will default to EST5EDT if they fail to understand what is set...

double click the clock in the system tray and ensure that it is set
properly there... then reboot...
