There are consequences for getting a Pardon.

First, since a Pardon can only be granted after a crime, getting one 
1) de-facto admits that someone has committed a crime.
2) eliminates a 5th Amendment defense.

So if Hilary is Pardoned, she's forever tainted as a criminal and if she gets
put on the stand, has to spill the beans.  If anyone knows where all the bodies
are buried, it's Hillary.

Bill's a simple minded person.  He's not playing the 3D Chess like the rest of
the Elitists.
