It all depends on what he knows.

The Elitists are good at winding people up and pointing them at something.

The Elitists have long created a system of operatives where there are no direct
links - making it easy to keep the leaders from getting jailed.  But the side
effect is that there is no way to tell them to 'stand down' - hence the obvious
cheating in some areas in the last election.  (Really!  a month to count
200,000 votes?)

If the shooter really doesn't know anything, he'll survive jail.

Unintended side effect, though, was the firing of many Ignorant Elitist
operatives when they publically applauded the assassination.
