Back in the 1980s the WAN my employer used to connect satellite offices used
Qwest lines.  One morning the durn thing just stopped working.  Qwest tech comes
in, runs a couple of tests and says "Our lines are OK, AT&T's DSUs
are bad."  AT&T
tech also on site has tested his DSUs (Data Set Unit, effectively a modem), and says
"Our DSU's are OK, Qwest's lines are bad."  Both techs left with
the network still
down.  Four or five hours later, apparently untouched by human hands, the network
started working again.
