Back in the 1980s the WAN my employer used to connect satellite offices used Qwest lines. One morning the durn thing just stopped working. Qwest tech comes in, runs a couple of tests and says "Our lines are OK, AT&T's DSUs are bad." AT&T tech also on site has tested his DSUs (Data Set Unit, effectively a modem), and says "Our DSU's are OK, Qwest's lines are bad." Both techs left with the network still down.
